Global objective
The aim is to enhance the agriculture greenhouse system with the consideration of the enhancement of the fruit and vegetable production capacity in the OCTs.
Specific objective
Enhancement of the agriculture greenhouse system, including development of the construction and operation of greenhouses for protected agriculture), enhancement of the fruit and vegetable production capacity, trainings of local growers and agriculture agents from the government for an improved technique as regards to the production of fruit and vegetable, a better production and higher quality crops, a sustainable fruit and vegetable production, a sustainable system model for growers.
This assignment will have a special focus on Anguilla, Aruba, Curaçao, Greenland, Montserrat, Saint-Pierre-et-Miquelon and Wallis-and-Futuna.
Requested services
- Carrying out a scoping study for the greenhouse issues in all relevant aspects in the listed OCTs;
- Development of guidelines for the greenhouse production and improving coordination and increasing efficiency, including cooperative system;
- Development of recommendations of regulation and supportive policy framework;
- Development of a manual for the construction of greenhouses with various available material options including glazing material for entry of light and solar heat, glass, acrylic, fibre, polyethylene films, and eventually polycarbonate. Guidelines will take into consideration local climate and all relevant circumstances.
The assignment of the Expert should be carried out home-based and on mission to at least two OCTs between Anguilla, Aruba, Curaçao, Greenland, Montserrat, Saint-Pierre-et-Miquelon and Wallis-and-Futuna. The length and timing of the missions are to be agreed in advance with the Team Leader of OCTA Innovation. Weekends and travel days should not be considered as working days.
Deliverables
The deliverables will be in the form of a report to be made available to OCTA Innovation.
- Scoping study for the greenhouse issues in all relevant aspects in the listed OCTs;
- Guidelines for the greenhouse production and improving coordination and increasing efficiency, including cooperative system;
- Recommendation of regulations and supportive policy framework;
- Guidelines for the construction of greenhouses;
- Manual for greenhouse construction, protected agriculture and greenhouse production specific to OCTs;
- Workshop-training while on mission to the OCTS. There should be at least 10 persons attending each workshop and they would get a certificate of training to be signed by the facilitator-expert and by OCTA Innovation Team Leader.
Material related to the workshop which could be used in means of electronic communications for various information materials, including part of the modules for OCTA Innovation’s e-learning platform.
- A PowerPoint presentation on the subject of the assignment to be given during the workshop;
- Workshops video clips to be done by smartphone, if no professional camera;
- Minimum 20 photos taken during the mission workshop related to the assignment
- Final project report on the assignment and its results.

Job profile
Qualifications and skills
- At least a Master Degree in an area relevant for agronomy and agro-industry, or university degree in the above area with equivalent professional experience of 10 years in the relevant field;
- Excellent reporting and drafting skills;
- Good working knowledge of the use of standard computer software;
- Excellent level of English and French (written and spoken);
- Excellent communication skills.
General professional experience
- A minimum of ten years of professional experience in the field of agronomy.
Specific professional experience
- The expert must have the following competencies:
- Sound knowledge of use of greenhouse system in agriculture;
- Sound knowledge of greenhouse construction;
- Sound knowledge of legislations and regulations as well as fiscal and financial measures for greenhouses;
- A good understanding of the agricultural issues in the Atlantic and/or in the Pacific regions;
- Experience of innovation in the areas of agronomy and agro-industry;
- Experience as an expert in an EU-funded project.
Additional features that would be an asset
- Experience as expert in similar tasks for other EU funded projects;
- Knowledge innovation projects, especially in the context of small island states;
- Knowledge of the OCTs;
- Experience in food processing, handling and storage;
- Having knowledge and experience with machinery for cultivating fields on limited spaces;
- Having knowledge and experience in using agro-machinery adapted to the particularities of small fields;
- Having experience in organic food, hydroponics, protected agriculture or aquaponics production system.
