During the week from 17 to 24 April 2016, Eurecna supported the organization and realization of the “Civil Service Systems and Reforms” study visit in Latvia and Lithuania attended by a delegation of 20 officials of the General Personnel Council of the Palestinian National Authority in the framework of the EU-funded project “Technical Assistance to Support the Civil Service Reform in West Bank and Gaza Strip”.
The study visit was aimed to provide information regarding the Civil Service System in Latvia and Lithuania and the process and evolution of the civil service system that those countries have faced since they became independent countries. Several civil servants, from both countries, participated as speakers and made presentations regarding a wide range of topics, among others: introduction to the Public Administration system, development of the civil service, civil service reform, law on civil service, division of professional civil servants positions and political appointees, career development, job classification system in civil service, training system in public administration, carrier and performance appraisal systems in civil service.
The study visit in Latvia and Lithuania was very successful and a source of inspiration for the Palestinian delegation who brought home some inspiring feedbacks to be applied in their civil service system as well as some useful insights for their ongoing civil service reform.
