Qualifications and skills:
‒ Master degree in Business, Public Administration, Economics, Social Sciences, Law, or equivalent (which may include graduate membership of a recognised professional accountancy body). In its absence, a Bachelor's degree or an equivalent level with an additional 3 years' experience required over the minimum 10 years will be accepted.
‒ Computer literacy skills;
‒ Fluency in written and spoken English.
General Professional Experience
‒ Minimum of 10 years’ experience in organisational capacity development, (including financial management, business process improvements, service delivery) in State institutions, professional service organisations, or private-sector firms providing social or personal services; with minimum of 5 years in senior managerial positions;
‒ Minimum of 5 years' experience working in developing or transition countries;
‒ Knowledge of project cycle management, development and implementing monitoring and evaluation systems based on performance indicators.
Specific professional experience
‒ At least 5 years’ experience in leading and managing technical assistance and/or management consultancy projects, with a focus on designing and building institutional capacity of State institutions, professional service organisations, or private-sector firms providing social or personal services;
‒ Experience in policy formulation, planning and budgeting for professional service organisations or private-sector firms providing social or personal services;
‒ Experience of monitoring and evaluation of social/personal service delivery systems, and using and improving Management Information Systems;
‒ Experience in oversight of the design and implementation of training programmes.
