Job description
The tasks of the Team Leader and Human Capital Development expert include:
Manage timely and qualified delivery of activities and outputs;
Manage financial and human resources of the project;
Overall linkages to the stakeholders;
Manage the project administration;
Policy and operational reform adviser;
Ensure teamwork and coordination of all experts in the team.

Job profile
Qualifications and skills
Master’s degree or equivalent in Economics, International development, Human Resources, Public administration or Social sciences, or a relevant professional experience of at least five years, in addition to the experience required as general professional experience;
Excellent oral and written English;
Computer Literate.
General professional experience
Minimum eight preferably ten years of professional experience in advising, implementing government reforms and/or providing policy advice in areas of social inclusion or employment and VET reforms.
Specific professional experience
Experience in coordination, managing and leading working teams in the public or private sector/organizations in EU funded or in donor-funded projects in minimum one project with a budget of at least 1 million EUR each contract and duration of minimum 12 months.
Experience in providing policy planning advice and technical assistance to ministries and public institutions in EU Member States, candidate or potential candidate country (ies) in EU accession process related requirements in the areas of employment, social protection or VET will be considered as an asset.
