Identification stage

The Identification Stage is the cornerstone of the IPA III programming process. It sets the foundation by planning and prioritising actions that align with both national and EU strategic documents. Let us break it down:

Strategic Response (SR)

It is a blueprint that shows how IPA III beneficiaries’ policies and strategies connect with the goals of the EU Enlargement process. It specifically pinpoints actions that address the Thematic Priorities of the IPA III Programming Framework.

Part I focuses on the context and relevance of the sector within the EU Enlargement Policy. It is updated yearly, if needed.

Part II lists planned actions for each Window over three years. More details are provided for the first two years, and this section is updated annually.

The NIPAC Office plays a central role. It coordinates the process, engages with stakeholders, and submits the SR to the Commission.


Relevance Assessment of Annual Actions

They give a snapshot of the proposed annual actions, their relevance to the EU enlargement process, budget indications, and expected outcomes. The templates are provided by the Commission.

National institutions draft Action Fiches annually with guidance from the NIPAC Office. Once drafted, NIPAC Office reviews and submits them to the Commission.

The Commission evaluates the relevance of each Action Fiche. This assessment checks the action's alignment with the IPA III Programming Framework, EU enlargement policy, and coherence with regional/global strategies.

After the assessment, NIPAC Office finalises the list of actions that will be developed into comprehensive annual Action Documents.


Understanding Multi-annual Operational Programmes

Operational Programmes (OPs) are long-term programmes that show how a country plans to use financial assistance for specific sectors or projects. OPs have traditionally helped in areas like social and regional development under EU Structural Funds. But now, they are also crucial for achieving the goals of the Green Deal which aims for a greener and more digital transition in Western Balkan countries, and Youth guarantees.

The OPs also get a relevance check using the OP Fiche template, ensuring they are aligned with EU objectives and policies.

The Strategic Response, the Action Fiches and the OP Fiches are all crucial for ensuring that the IPA III support is aligned with the broader objectives of the EU and meets the unique needs and priorities of the beneficiary countries.
