Programming framework

PROGRAMMING DEFINITION

At its core, IPA III Programming is a strategic planning tool that bridges the gap between broad objectives and actionable tasks.

IPA III Programming helps to transform the broader objectives of the IPA III Programming Framework into real, on-the-ground actions in the context of the EU's plans for enlargement and the reform ambitions of beneficiary countries.

  • Determining key priorities within various sectors.
  • Translating these priorities into actual plans and activities with clear budgets and timelines.
  • Creating relevant annual and multi-year planning documents.

The key outputs of programming are the Strategic Response, the Action Documents, and the Operational Programmes. These highlight what will be done, how, and when. Check Action Documents and Operational Programmes on this link.

Before actions are finalised, they undergo thorough quality checks. This involves discussions within various EU services, consultations with EU Member States, and ultimately, a financing decision by the Commission.

In essence, IPA III Programming is all about smart planning. It ensures that pre-accession support to beneficiary countries is used in the best possible way, aligning with both EU and the strategic visions of these countries. Whether you are a government official or part of a non-governmental body, understanding this process can guide your involvement and expectations in the journey of these countries towards EU integration.

IPA III WINDOWS AND THEMATIC PRIORITIES

The European Commission’s IPA III Programming Framework is a pivotal strategic document for the 2021–2027 period, guiding EU support to beneficiary countries. A breakdown of its Thematic Windows and objectives is as follows:

Window 5

Territorial & Cross-border Cooperation

Supports cooperation across both land and sea borders, ensuring cohesion and collaboration at all levels.

The programming does not rely on beneficiary-specific allocations but revolves around these thematic priorities. Furthermore, key overarching themes like climate change, civil society engagement, gender equality, and rights-based approaches are interwoven across all windows.

In a nutshell, IPA III Programming Framework is an all-encompassing framework ensuring beneficiary countries align with EU strategic priorities and embrace holistic development, from governance reforms to green agenda. This framework sets the blueprint for a cooperative and forward-thinking relationship between the EU and beneficiary countries.

IPA III PROGRAMMING PRINCIPLES

The IPA III principles provide a thorough roadmap for countries seeking to align with the EU priorities. The financial assistance provided under IPA III Regulation (Article 6) prioritises alignment with EU policies, effective coordination with multiple donors, collaboration with stakeholders in the beneficiary country, government ownership, targeted support areas, environmental consciousness, transparency, accountability, and drawing lessons from previous experiences. These principles guide the application of IPA III financial assistance to ensure fairness and equality.

Instead of focusing solely on specific projects or sectors, IPA III champions a "policy first" approach. This means countries hoping to benefit must ensure their strategies align with EU priorities.

There are no fixed financial allocations per country. Instead, funding is flexible and based on each country's performance, especially concerning reforms. In short, better alignment and progress with EU goals can lead to more funding.

Building on the IPA II foundation, the sector approach remains pivotal. However, IPA III pushes for consistent standards in policy planning, monitoring, and budgeting across all sectors. Topics like climate change, gender, and rights should be integral to all sectors.

While aligning with EU priorities is essential, the programming and execution of IPA III are primarily the responsibility of the beneficiary country. This empowers countries to take charge of their reform agendas.

The "fair share" principle ensures that all aspiring countries get appropriate support, balancing their unique needs and reform performance. This keeps assistance equitable and tailored.

Reflecting the EU commitment to sustainability and the Paris Agreement, IPA III includes the "do no harm" principle. It is essential that programs align with eco-friendly practices and promote sustainable transitions.

IPA III demands transparency and inclusion, ensuring all actions are depoliticised. Furthermore, partnerships are encouraged, ensuring all stakeholders, from civil society to local authorities, have a voice in the process.

Unlike IPA II, IPA III can modulate, even suspend, financial assistance if there is a significant lack of progress in crucial areas, ensuring accountability.

For a project to get funding, it must be both policy-relevant and technically mature. In simpler terms, it needs to align with the EU's larger goals and be ready for immediate implementation.
